Man says mail carrier maced his two dogs

A substitute mail carrier is accused of using mace on two small dogs.

The owner of the dogs said security cameras at his business recorded the incident, but when questioned, the mail carrier denied it ever happened.   He said the cameras are telling the truth and the U.S. Postal Service should do more to hold its worker accountable.
