Many people forget the major legislative accomplishments that he accomplished with the city council. The first campaign finance bill in the nation. The first gay rights bill; the first no smoking law and the biggest housing program in the nation. Those are the legislative achievements that very few can take credit for," said Vallone.
"We went over the budget with him, agency by agency. He was immersed in the details. He was courageous," said Townsend.
