Dogs Rescued From Neglect In South Philly Home, One Died

PHILADELPHIA -

Three dogs and two puppies, though rail-thin with rib cages bulging from their skin, are lucky to be alive. Another one didn't make it.

"The dog is a 4-year-old pit. It was skin over bones," said George Bengal with the Pennsylvania SPCA. "It was alive when we arrived on scene but, as we rushed it to Erie Avenue, it died during transport."

The PSPCA got a call around 5 p.m. Friday from a rescue group that was notified about distressed dogs.

The dogs, some puppies, were being kept at a South Philly home on the 2100 block of 22nd Street near Snyder Avenue. Investigators say the conditions were horrific.

"It had a strong smell of urine and feces in the basement, where the animals were kept in small cages without food and water," said Bengal.

Investigators arrested a man and woman. They say the couple both claimed ownership of the dogs, including the one investigators say they left in a backyard and never checked on.

"Something went awry. I don't know exactly what it was. They're going to be arrested. You can't let an animal stay tied up in a backyard and just starve to death," said Bengal.

The dogs that survived are being evaluated.
