After pleading for the public's help on Saturday, Phoenix Police say they have arrested the girlfriend of a victim in a deadly hit and run accident, and they believe she hit and killed the young man.

The driver has been identified as 20-year-old Brittney Nolan, the girlfriend of the victim.  Nolan has been booked on charges of leaving the scene of a fatal accident, and police say additional charges could be filed in this on-going investigation.

Detectives say they found her car parked at an apartment complex near the area where the man was hit and killed at 27th drive and Carefree Highway.

Police identified the victim as 20-year-old Jacob Rice. Police say the couple got into an argument on the way home and that Rice walked away from the vehicle.  Authorities believe Nolan, driving a black Nissan Sentra, hit and killed the man as he was walking down a sidewalk near 27th Drive and Carefree Highway overnight.

Lissette Morales lives nearby and said they parked the car where you wouldn't see the damage. "They pulled in a spot where they don't normally park so when you pull into the lot all you see is the drivers side... I walked on the other side and its all dented in on the passenger side and the airbag curtain was all hanging on that side so obviously there was an impact" said Morales.

Police aren't sure what time the victim was hit, but at about 8:30 Sunday morning they started getting calls from a jogger and someone living in the apartments, saying they saw a body lying off the side of the road.

"Speed very well may be a factor but the vehicle left the roadway went into the landscape area here on the side of the road the pedestrian was struck with great force his body was ultimately propelled from the roadway into an electric box at this location and the victim died as a result of his injuries" said Sgt. Trent Crump with the Phoenix Police Department.

"I heard a loud screech followed by a loud boom it was so loud that you could almost feel it in the house" said Kasey Angulo who lives nearby.

Angulo heard what she suspects was the crash, around 1:15a.m., "I was like something's wrong so I got in the car and I went on the street here but I went in the opposite direction but I didn't see anything all the way down to the stop sign" said Angulo.

If the crash happened at 1:15am, that means the victim would have been laying there for nearly 7 hours before anyone found him.

"This is a collision where the driver of the vehicle did no render any aid did not call police and fled the scene leaving this young man here to die" said Sgt. Crump.
