SCOTTSDALE, Ariz. -

A Valley man is accused of pulling off three burglaries inside two schools -- Chaparral High School and Mountainside Middle School.

Police say he got away with cell phones and money.

We're talking about one man going into two schools, burglarizing 31 gym lockers and also stealing seven driver's licenses and school identification cards -- an odd situation when you consider how much of an emphasis schools these days place on security.

Outside Mountainside Middle School, parents and students were concerned and upset that according to police, 22-year-old Kevin Biggs, who had no business on campus, could walk into the boy's locker room and steal 15 cell phones.

"I think it's pretty scary and I am really surprised.  I thought security was real good here.  You need a visitor pass.  How did they get in?  Through the field probably.  They have a back door and it is usually not locked," said Vicki and Lindsay Lampert.

And it wasn't just Mountainside Middle School.  A few days earlier, Scottsdale police say Biggs walked into the boy's locker room at Chaparral High School and made off with a cell phone and money, then did it again Thursday where he got caught with the help of surveillance video.

Police say he entered both schools shortly after they let out for the day.

I asked Jake Thompson, a student, if it concerns him that some guy was able to go in the locker room and steal from people's lockers?

"Yeah, I do.  I think that is pretty bad someone could walk in without anyone noticing and walk right out," he replied.

We sure had a lot of questions.  Namely how was a man who is 22-years-old, obviously does not attend this school, be able to waltz right in and make off with 15 cell phones?

Well, the school district punted on that one.  They told us to talk to Scottsdale police.

Police say, in all, Biggs made off with $12,000 in stolen items from the locker rooms.

The Scottsdale Unified School District called me and said, "The safety of our students is always our first priority.  We will review policies and procedures.  We appreciate our relationship with Scottsdale police and are happy to see the suspect was apprehended."

Biggs is looking at a number of charges, including burglary and theft.
