Elsa has strengthened into a Category 1 hurricane, according to the latest advisory from the National Hurricane Center (NHC). Elsa is now packing maximum sustained winds of 75 mph. Its present movement is at 14 mph, with the center of the storm located about 100 miles south-southwest of Tampa Bay.
