Satellite Beach decides against permit for trick-or-treating

City leaders in Satellite Beach voted on Wednesday not to require a permit for a well-known and well-attended Halloween event in one neighborhood. The concern was the costs to the city to provide police, fire and traffic support for the event. At the end, the council decided not to require a permit.
