Forecast: Tropical Storm Melissa forms in the Caribbean

Tropical Storm Melissa formed Tuesday in the Caribbean and is expected to bring heavy rainfall and flooding to parts of Hispaniola and Jamaica this week. The storm is moving very slowly across the Caribbean.
