Dozens of dogs dumped in St. Johns County: What's being done?

About 30 Chihuahuas were dumped in the middle of U.S. 1 in St. Johns County on May 4. A vet tech, who saw what happened called for help, resulting in tons of people "dog wrangling" to get the abandoned pups off the street.
