Teen suspect's criminal history fuels debate in deadly DeLand shootings

A 17-year-old charged in the fatal shooting of two teenagers in downtown DeLand should have been behind bars before the killings, Volusia County Sheriff Mike Chitwood said, criticizing what he described as repeated failures by prosecutors and the courts to hold the suspect accountable.
