Brevard Humane Society alleges fraud after contractor dispute

According to the Humane Society, they signed a contract with Secure Fence and Rail LLC in Oak Hill, Florida back in June. However, the project never started. The Humane Society says repeated calls to the company went unreturned, and the executive director soon realized something was wrong.
