The U.S. Department of Transportation (DOT) is threatening to withhold federal funding from states that fail to enforce federal English language proficiency (ELP) rules for commercial driver's license (CDL) holders. These actions come following a deadly crash that took place earlier this month on Florida's Turnpike, where an accused undocumented immigrant driver is accused of making an illegal U-turn and killing three.
