Wetherholt, 58, appeared in court on Wednesday morning. At the hearing, a judge set his bond at $100,000 and ordered him to run over any firearms, as well as be fitted with a GPS monitor.

The memorial will feature an angel ellipse, healing garden, survivor?s wall and space for individualized tributes. Although the project was originally scheduled to be completed in late summer or early fall 2027, officials now say the memorial is at least a year behind schedule.
